Supply Chain Specialist 1
Provides acquisition support to the largest industrial employer in Virginia. Daily supports Program Managers in 26 different technical occupations and 14 departments.
Purchases a variety of complex technical materials, supplies, and services for naval and commercial ships, aircraft carriers, and nuclear-powered submarines in Newport News Shipbuilding Division.
Executes standard purchase orders, totaling over 500k dollars compelled for government, commercial and local manufactured services, and supply type procurements.
Collaborates with program managers to identify procurement needs for goods and materials, ensures comprehensive descriptions and clear specifications. Assesses project timelines, budget constraints and program requirements.
Reviews Justification and Approval documents for the statutory authority, allowing sole source justification. Also reviews the contractor’s unique qualifications and the nature of the acquisitions. Ensures offers are solicited from as many potential sources as practical, and the predicted cost is fair and reasonable for supporting the use of other than full and open competition.
Solicits requests for quotes from qualified suppliers by using different techniques, to include Navy ERP Systems, Applications and Products (SAP). Applies current Federal Acquisition Regulations, Defense Federal Regulations and Agency supplements procedures and guidance and applies up to date provisions and clauses.
Evaluates supplier bids and proposals, ensures vendors meet specifications, terms, and conditions. Confirms fair and reasonable pricing, delivery schedules, and contractual terms and secures the best value.
Coordinates with the Quality Assurance team to ensure that procured goods and materials meets Agency quality standards, and regulatory requirements and works with Engineering to request VQs.
Provides excellent customer services and promotes communication by utilizing Control Tower Applications. Mr. Hester provides program managers with the up-to-date status of their purchase request. Mr. Hester receives many “Thank you” emails from customers.
Participates in the invoice approval process to ensure supplier’s invoices are submitted and vendors receive timely payment. Utilizes Wide Area Workflow.
